Government Shutdown Impact on Nonprofits - A
partial government shutdown commenced at 12:01 am July 1, after
the legislature was unable to agree on a budget for certain core
functions by the close of the fiscal year. The shutdown ended after
one week, but the delayed conclusion of the Legislative Session
had important implications for nonprofit organizations.

- A survey conducted by the Minnesota Council of Nonprofits in early
2004 reveals that nonprofits are facing increasing financial pressures

Legislative Session End -
The 2004 Legislative Session ended on May 15 without the passage
of a legislative solution to the state's projected deficit of $160

Secretary
of State Proposes Adoption of New Rules Governing Voter Registration
- On June 8,
2004, Minnesota Secretary of State Mary Kiffmeyer proposed the adoption
of new rules governing voter registration. MCN has submitted Comments
to the Office of the Secretary of State requesting a public hearing
on these proposed rules.
Governor Releases
Grant Freeze - In
a June 14, 2004 memo, the Department of Finance allows agencies
to proceed with grant agreements, but advises prudence.

- The Minnesota Council of Nonprofits called on the Minnesota Legislature
to balance the state's budget for 2004-05 using a strategic and
