voter engagement sessions will focus on three core activities
of voter engagement: voter registration, voter education,
and get-out-the-vote. MPP will give you all of the tools,
materials, and support you’ll need to engage your
community. Once you have attended a session, you also
have the option of becoming a member of MPP’s
training pool. MPP will pay you a stipend to conduct
voter engagement trainings in your community, or you
can organize your own.

this one-day workshop for nonprofit managers, staff,
and volunteers, our attorney-trainers will teach you
the rules so that you can answer questions such as:

much can our 501(c)(3) lobby?
- What
are the state rules and regulations we need to be
aware of?
- What
types of election-related activity can our 501(c)(3)
engage in?

This session will explain the federal laws governing
501(c)(3) lobbying. It includes a discussion on how
to calculate your lobbying limits under the insubstantial
part test or the 501(h) expenditure test, definitions
of direct and grass roots lobbying, and the application
of these rules to ballot measure activities. In addition,
this session highlights the exceptions to lobbying and
includes a discussion of record keeping techniques.
1:30
- 4:00 p.m.
This session explains the rules regarding permissible
electioneering activities for 501(c)(3)s under the IRS
tax code. Specifically, the session will discuss voter
registration drives, candidate questionnaires, candidate
forums, and legislative scorecards. In addition, the
later part of the session will examine the different
roles and functions of 501(c)(3)s, 501(c)(4)s, and PACs,
and the federal rules on how these types of organizations
work together. You will learn the legal separation necessary
between affiliated organizations, the fundraising constraints
of each organization, and the lobbying distinctions
and permissible electoral activity for each organization.
