Program Manager for Emerging Markets

ORGANIZATION: MN Home Ownership Center

ORGANIZATION SUMMARY:
The MN Home Ownership Center is a statewide nonprofit organization assisting Minnesotans with low and moderate incomes to buy and maintain their homes. The Center trains housing counselors and educators, develops curriculum and programming, and conducts consumer and community outreach. The Center has been the definitive source of services related to the state’s foreclosure crisis and is integral to neighborhood recovery in impacted communities. Its programming is recognized nationally for innovation and effectiveness.



JOB TITLE: Program Manager for Emerging Markets
LOCATION: Twin Cities Metro

TYPE: Full Time    DEADLINE: 9/2/2009

PRIMARY DUTIES AND RESPONSIBILITIES:
The Program Manager coordinates a variety of programming aimed at enhancing homeownership opportunities for communities of color with an emphasis on American Indians in Greater Minnesota. Provide technical assistance, training and other support to homeownership education and counseling pilot programs in Greater Minnesota. Coordinate outreach activities and events in partnership with the organization’s partner agencies. Lead activities of the organization's overall emerging markets programming. Specific responsibilities include:

• Foster and maintain supportive, effective, cooperative relationships with pilot program agencies. Develop and implement communication protocol to engage with agencies and their stakeholders. Pro-actively inform agencies about related developments within the industry. Promote networking among pilot program representatives.

• Monitor progress of emerging markets homeownership pilot programs in Greater Minnesota. Support agencies in development and achievement of program goals and periodically assess progress towards those goals.

• Identify and address technical assistance needs of pilot programs.

• Develop and write standardized qualitative and quantitative program reports. Complete quarterly financial reports for funders. Create and implement a process for documenting and distributing best practices learned from the pilot programs.

• Support agencies in their use of the CounselorMax reporting tool.

• Develop funding plan with pilots. Identify funding sources and support pilots in pursuit of funding.

• Coordinate the Emerging Markets Consumer Advisory Council. Recruit and retain members. Ensure appropriate utilization of the council to inform the organization’s overall priorities and programs. Guide council in development and implementation of goals.

• Support the organization’s goals of network expansion with a focus on agencies serving emerging markets. Identify potential partners. Coordinate mentoring programs to facilitate capacity building. Work with colleagues to provide technical assistance to agencies.

• Manage outreach and education efforts to engage stakeholders in communities of color. Support network providers in implementation of consumer outreach strategies.

• Coordinate the organization’s annual emerging markets summit to inform and educate stakeholders on issues related to emerging markets homeownership.

EXPERIENCE AND QUALIFICATION REQUIREMENTS:
• Experience working with American Indian stakeholder groups in a tribal setting preferred. Ability to collaboratively develop and implement programming and sustain relationships with diverse stakeholders required.

• Experience with tribal housing programs. Appreciation and experience with issues pertinent to communities of color, particularly housing related issues.

• Ability to diplomatically and tactfully guide decision making and promote results.

• Analysis skills to evaluate effectiveness of strategies, problem solve, and synthesize information.

• Bachelor’s degree required, preferably in a related field.

• Minimum five years program management experience, preferably in a non-profit or tribal setting.

• Experience with housing and housing related issues and funding sources required.

• Excellent written and oral communication skills.

• High degree of comfort with technology and web-based tools.

• Strong organizational skills, with ability to self-prioritize and effectively manage multiple tasks.

• Valid Minnesota driver’s license. Must have own transportation to travel throughout the state to attend meetings and events.

• Ability to travel approximately 20-25% of the time, with occasional periods of extended travel (up to a week at a time).
